The Attorney General of Canada introduced Bill C-45 to establish criminal liability for organizations and individuals when they fail to take reasonable steps to prevent workplace accidents that affect workers or the public in general.

Effective March 31, 2004, the expanded legal mechanisms that engage corporate liability will have effects in many areas, including environmental, occupational health and safety offences.

The amendment states that: "Every one who undertakes, or has the authority, to direct how another person does work or pe
